On Saturday, Trump announced on Twitter that he has put his personal lawyer Rudy Giuliani in charge of his campaign's long-shot post-election legal challenges. Other people on the team include Joseph diGenova, Victoria Toensing, Sidney Powell, and Jenna Ellis.
Giuliani worked with a Russian agent to smear Biden. diGenova and Toensing tried to get the Justice Department to drop charges against corrupt Ukraine oligarch Dmytro Firtash. Powell represents Michael Flynn and champions "deep state" conspiracies. Ellis said gay marriage leads to pedophilia.

The new federal chief information security officer, Camilo Sandoval, has already taken leave from his day job to participate in a pro-Trump effort to hunt for evidence of voter fraud in the battleground states. The group, Voter Integrity Fund, is a newly formed Virginia-based group that is analyzing ballot data and cold-calling voters. Sandoval was officially appointed on Nov. 4, 2020, but lists his starting date at October on his personal LinkedIn page.
WaPo: Sandoval is part of a hastily convened team led by Matthew Braynard, a data specialist who worked on Trump’s 2016 campaign. Another participant is Thomas Baptiste, an adviser to the deputy secretary of the Interior Department who also took a leave to work on the project. Braynard said in an interview that several other government officials on leave are also assisting the effort, but he declined to identify them.

Social media app Parler receives financial backing from conservative hedge-fund investor Robert Mercer and his daughter Rebekah, The Wall Street Journal reported. Parler turned into a kind of de facto home for conservatives’ protests against the election— including the persistent “Stop the Steal” campaign— after the race was called for former Vice President Joe Biden. Several high-profile conservative social media personalities encouraged people to abandon Twitter and Facebook because of their moderation policies, and instead follow them on Parler.
Emily Murphy, the head of the General Services Administration, still hasn’t signed the official letter that would allow the incoming Biden team to formally begin the transition. The president-elect’s Covid-19 task force has been trying to work around the federal government by connecting with governors and the health community.
The head of Operation Warp Speed, Moncef Slaoui, called on the White House to allow contact with the Biden team, saying “It is a matter of life and death for thousands of people.”
White House’s Office of Management and Budget is considering 145 new regulations and other policy changes they could enact before Biden’s inauguration - rules that will be challenging to undo once they are finalized. Critics and supporters of the administration say they expect a final burst of regulations to be finalized in the weeks before Jan. 20.
The rules under development include policies that the incoming Biden administration would probably oppose, such as new caps on the length of foreign student visas; restrictions on the Environmental Protection Agency’s use of scientific research; limits on the EPA’s consideration of the benefits of regulating air pollutants; and a change that would make it easier for companies to treat workers as independent contractors, rather than employees with more robust wage protections.

Attorney General William Barr stopped career prosecutors in DOJ’s Public Integrity Section from investigating whether President Trump broke any laws related to his conduct with Ukraine last year. The section was initially given the green light to pursue “a potentially explosive inquiry” into Trump, but after the Senate acquitted the president during impeachment proceedings, Barr sent the case to the U.S. attorney’s office in Brooklyn. Prosecutors in DOJ’s Public Integrity Section were also prevented from bringing charges against former interior secretary Ryan Zinke by political appointees atop the Justice Department. Deputy Attorney General Jeffrey Rosen told prosecutors that they needed to gather more evidence and refine the case against Zinke for lying to Interior investigators.
The investigation into Zinke stemmed from his decision to block two Native American tribes—the Mashantucket Pequot and Mohegan—from opening a casino in Connecticut. Zinke’s office had been lobbied heavily by MGM Resorts International, which had been planning to open its own casino very close to where the tribes intended to break ground.
Sixteen assistant U.S. attorneys specially assigned to monitor malfeasance in the 2020 election urged Barr on Friday to rescind his memo allowing election-fraud investigations before results are certified. "It was developed and announced without consulting non-partisan career professionals in the field and at the Department. Finally, the timing of the Memorandum's release thrusts career prosecutors into partisan politics," the prosecutors wrote. An internal Justice Department investigation found that federal prosecutors who oversaw a controversial non-prosecution deal with Jeffrey Epstein in 2008 exercised “poor judgment” but did not break the law. “They just say he used poor judgment, and that's their way of basically letting everyone off the hook while offering some sort of an olive branch to the victims that we acknowledge weren't treated perfectly,” said Brad Edwards, who sued the DOJ in 2008 on behalf of Epstein accusers.
Eastern District of New York Judge Nicholas Garaufis (Clinton-appointee) ruled that Chad Wolf was not legally serving as acting Homeland Security secretary when he signed rules limiting DACA program applications and renewals. Therefore, in a win for Dreamers and immigration activists, Garaufis said the changes were invalid.
The judge described an illegitimate shuffling of leadership chairs at the Department of Homeland Security, the agency responsible for immigration enforcement, for the predicament of Wolf's leadership and that of his predecessor, Kevin McAleenan. "Based on the plain text of the operative order of succession," Garaufis wrote in the Saturday ruling, "neither Mr. McAleenan nor, in turn, Mr. Wolf, possessed statutory authority to serve as Acting Secretary. Therefore the Wolf Memorandum was not an exercise of legal authority."
There's a renewed push to get Chad Wolf confirmed as Homeland Security secretary -- a position in which he's been serving in an acting capacity for a yearr -- before Inauguration Day. In the past week, Homeland Security officials spoke to Senate Majority Leader Mitch McConnell's office about bringing the nomination to a floor vote in the coming weeks.

Migrant children from Central America are being expelled to Mexico, where they have no family connections. The expulsions not only put children in danger - the policy violates a diplomatic agreement with Mexico that only Mexican children and others who had adult supervision could be pushed back into Mexico after attempting to cross the border. The House Judiciary Committee released a report on the Trump administration’s policy of separating families at the border, revealing that the federal agency that cares for migrant children was not told about the policy. The chaos contributed to the inability to later reunite parents and children. The Trump administration is trying to deport several women who allege they were mistreated by a Georgia gynecologist at an immigration detention center. Hours after one detained woman spoke to federal investigators about forced hysterectomies at a Georgia detention center, she said ICE told her that it had lifted a hold on her deportation and she faced “imminent” removal. Six former patients who complained about Dr. Mahendra Amin had already been deported. Northern District of Illinois Judge Gary Feinerman (Obama-appointee) blocked a key Trump administration policy that allowed officials to deny green cards to immigrants who might need public assistance Advocates who had feared that the policy would harm tens of thousands of poor people, particularly those affected by widespread job loss because of the coronavirus pandemic.
Microsoft said it has detected attempts by state-backed Russian and North Korean hackers to steal valuable data from leading pharmaceutical companies and vaccine researchers. “Among the targets, the majority are vaccine makers that have COVID-19 vaccines in various stages of clinical trials.” Two census takers told The AP that their supervisors pressured them to enter false information into a computer system about homes they had not visited so they could close cases during the waning days of the once-a-decade national headcount. The Supreme Court on Tuesday signaled it’s unlikely to tear down Obamacare over a Republican-backed lawsuit challenging the landmark health care law. Chief Justice John Roberts and Trump appointee Justice Brett Kavanaugh strongly questioned whether the elimination of the mandate penalty made the rest of the law invalid. The Trump administration is rushing plans to auction drilling rights in the U.S. Arctic National Wildlife Refuge before the inauguration of Biden, who has vowed to block oil exploration in the rugged Alaska wilderness. Biden’s efforts could be complicated if the Trump administration sells drilling rights first. Formally issued oil and gas leases on federal land are government contracts that can’t be easily yanked.

The whole Trump/Russian connection started out as laundering money for the Russian mob through Trump's real estate, but evolved into something far bigger. ► In 1984, David Bogatin — a convicted Russian mobster and close ally of Semion Mogilevich, a major Russian mob boss — met with Trump in Trump Tower right after it opened. Bogatin bought five condos from Trump at that meeting. Those condos were later seized by the government, which claimed they were used to launder money for the Russian mob. Cohen's family owned El Caribe, which was a mob hangout for the Russian Mafia in Brooklyn. Cohen had ties to Ukrainian oligarchs through his in-laws and his brother's in-laws. Felix Sater's father had ties to the Russian mob. This goes back more than 30 years. ► Trump was $4 billion in debt after his Atlantic City casinos went bankrupt. No U.S. bank would touch him. Then foreign money began flowing in through Bayrock (mentioned above). Bayrock was run by two investors: Tevfik Arif, a Kazakhstan-born former Soviet official who drew on bottomless sources of money from the former Soviet republic; and Felix Sater, a Russian-born businessman who had pleaded guilty in the 1990s to a huge stock-fraud scheme involving the Russian mafia. Bayrock partnered with Trump in 2005 and poured money into the Trump organization under the legal guise of licensing his name and property management. ► In July 2008, the height of the housing bust, Trump sold a mansion in Palm Beach for $95 million to Dmitry Rybolovlev, a Russian oligarch. Trump had purchased it four years earlier for $41.35 million. The sale price was nearly $54 million more than Trump had paid for the property. Again, this was the height of the recession when all other property had plummeted in value. ► Semion Mogilevich was the brains behind the Russian Mafia. Mogilevich operatives have been using Trump real estate for decades to launder money. That means Russian Mafia operatives have been part of his fortune for years. Many of them owned condos in Trump Towers and other properties. They were running operations out of Trump's crown jewel. ► So many Russians bought Trump apartments at his developments in Florida that the area became known as Little Moscow. The developers of two of his hotels were Russians with significant links to the Russian mob. The late leader of that mob in the United States, Vyacheslav Kirillovich Ivankov, was living at Trump Tower ► According to a Bloomberg investigation (3/16/2017) into Trump World Tower, “a third of units sold on floors 76 through 83 by 2004 involved people or limited liability companies connected to Russia and neighboring states.” ► In 2013, Federal agents busted an “ultraexclusive, high-stakes, illegal poker ring” run by Russian gangsters out of Trump Tower. They operated card games, illegal gambling websites, and a global sports book and laundered more than $100 million. A condo directly below one owned by Trump reportedly served as HQ for a “sophisticated money-laundering scheme” connected to Semion Mogilevich. ► The Russia Mafia is part and parcel of Russian intelligence. Russia is a mafia state. That is not a metaphor. Putin is head of the Mafia. So the fact that they have been operating out of the home of the president of the United States is deeply disturbing. ► Rudy Giuliani famously prosecuted the Italian mob while he was a federal prosecutor, yet the Russian mob was allowed to thrive. Now he's deeply entwined in the business of Trump and Russian oligarchs. Giuiani appointed Semyon Kislin to the NYC Economic Development Council in 1990, and the FBI described Kislin as having ties to the Russian mob. Of course, it made good political sense for Giuliani to get headlines for smashing the Italian mob. ► A lot of Republicans in Washington are implicated. Boatloads of Russian money went to the GOP--often in legal ways. The NRA got as much as $70M from Russia, then funneled it to the GOP. The Republican Senatorial Campaign Committee lead by McConnell got millions from Leonard Blavatnik. In the 90s, the Russians began sending money to top GOP leaders, like Speaker of the House Tom Delay. Craig Unger's book alleges that most of the GOP leadership has been compromised by RU money. ► At the Cityscape USA’s Bridging US and the Emerging Real Estate Markets Conference held in Manhattan, on September 9, 10, and 11, 2008, Donald Trump Jr. was frank about the tide of Russian money supporting the family business, saying "...And in terms of high-end product influx into the US, Russians make up a pretty disproportionate cross-section of a lot of our assets." ► Eric Trump told golf reporter James Dodson in 2014 that the Trump Organization was able to expand during the financial crisis because “We don’t rely on American banks. We have all the funding we need out of Russia.” ► It's believed that Russian oligarchs co-signed Trump’s Deutsche bank loans. ► Alex Navalny has insinuated Paul Manafort passed along Trump's campaign information to the Kremlin via Kilimnik. In a 25-minute Youtube video (Russian with subtitles), Navalny shows footage of Deripaska with Russian deputy prime minister Sergei Prikhodko on his yacht in Norway in August 2016. Based on that footage, he alleges that information about the Trump campaign must have passed between the two. Senate Intelligence Report I believe concluded Paul gave the information to known Russian asset but that we have no proof this asset gave the information to the Kremlin? Im hoping someone in the comments has some more on the Paul Manafort accusation to perhaps clear this bullet up in a future edit. The borders in the Syunik sector are being adjusted, or rather, the Armenian Armed Forces are being stationed on the internationally recognized borders of Armenia (there were no soldiers here before because Syunik was not bordering Azerbaijan before the war). This process changes certain setups we're familiar with, introduces inconveniences, complications, and emotions. In reality, this is being done to ensure and strengthen the safety of Syunik. How? In areas outside of the Republic of Armenia, there was a high risk of military actions, which could carry on to Syunik with all their consequences. By doing the border demarcation of our internationally-recognized lands, we are introducing security assurances. Additionally, Russian border guards are already stationed in some parts of Syunik, which creates a whole new situation. The demarcation can complicate travel on some roads, but these are issues that can be resolved by having an AM-AZ-RU document (specifically about road safety). Not one millimeter of Syunik or Republic of Armenia land has been conceded. Any claim to the contrary is simply false. The people, only the people, should decide the fate of the government and not the elite circles. My November 18th Roadmap will address post-war issues and establish internal stability. Goris mayor ex-HHK Arush Arushanyan was taken to the police station earlier that day and charged with attempting to organize an unauthorized event/protest (Code 34-2251) to prevent the PM from entering the city. HHK and BHK officials gathered outside of the police station to show him support. 2010 border demarcation law, the "GPS" myth Pashinyan met the crowd in Sisian. One of the opposition's complaints has been "GPS is inaccurate and cannot be used for demarcation", to which, Pashinyan answered, "[the demarcation] is done multiple times, with different methods. There is no issue in this regard." Pashinyan: There is a lot of talk about *"giving away" Syunik". In fact, it is quite the opposite. When we deploy our border troops in accordance with the Armenian border, our level of security increases because that border also becomes the border of the security system of which we are a member. The demarcation is carried out following the law adopted in 2010. The issue is that the current borders, the description of the administrative borders of our communities, were clarified by the law on the "administrative-territorial division of the Republic of Armenia", adopted in 2010. In that law, for example, villages Khndzoresk and Tegh were drawn to include borders with Azerbaijan. The government in 2010 had accepted that demarcation; now we're facing problems here. And today, some of the people, who ask why and how the borders are being demarcated this way, are the same officials who were public officials in 2010, who adopted this law.If what we're doing today is "treason", then what happened in 2010 is even more of a "treason". "why didn't CSTO get involved during war?" Pashinyan: why didn't CSTO act during the war? For the same reason: our 2010 law states that this is what our official Republic of Armenia border is and that anything beyond Tegh village is Azerbaijan. CSTO, naturally, couldn't act beyond our official borders. We have received assurances that in the event of action within our borders, the bloc will act. army & people Resident: our army did not lose the war. Pashinyan: Our army and the people are heroes, there can be no two opinions about it. That doesn't mean there weren't issues, or some soldiers and generals didn't complete their tasks. We must build our self-confidence and optimism one by one, we must rebuild Armenia and Artsakh. meeting in Sisian Pashinyan visited Sisian city Pantheon. He then met a crowd in the main square and thanked them for "for such an understanding, for such an acceptance". During a speech in Sisian, Pashinyan said he will avoid confrontation with those who closed the road to Goris city. He said there were families and supporters who wanted to meet in Goris, and that one of the reasons the road was closed to possibly prevent that from happening. Father of a fallen soldier: Pashinyan still has 8 months to go. He must and will answer all the questions. Tomorrow, ARF Ishkhan Saghatelyan and those guys [ex-regime] must also answer. Tomorrow they [ex-regime] will say "go ask Nikol if you have questions". So Nikol should do his part and answer the questions, so others can answer theirs. Pashinyan: please try not to politicize today [about giving ARF Ishkhan's name]. Father of a fallen soldier: we must give their names. The same names and their parties are gathered in the public square today. Today you [Nikol] must enter Sisian and elsewhere with your head held high and without bodyguards. Let's get rid of pain and sorrow then we will know what to do next. various concerns Residents spoke about various border and social issues. Pashinyan: I came to look at Syunik residents in the eye. I know that I'm guilty in many ways. Our citizens deserve more. Unfortunately, not a single government, including ours, has been able to deliver what our citizens deserve. I apologize on behalf of all governments. priest vs Pashinyan While in Syunik, Pashinyan entered a church and lit a candle in memory of the fallen. Upon exiting, he came across priest Pargev Zeynalyan. Pashinyan raised his hand to greet but the priest let it hang in the air. Pashinyan left. A church representative said the priest had the right to express his political beliefs. That didn't prevent the crowd, angry at the priest's conduct, to march to the church and block its entrance. They wanted to kick the priest out. The police told the crowd not to enter. The priest refused to meet the protesters. The protesters left and promised, "not to allow the politicized priest to enter that church again". The priest denied subsequent false rumors about police allegedly raiding his house over the incident. border demarcation: Shurnukh border village suburbs
Mayor of border village Shurnukh, Syunik: The 12 houses in the lower suburbs, which according to rumors were supposed to go under Azeri control, will stay under Armenian control, according to the latest updated information. The army and Russians came and began working on border installation beyond the village area. I'm not entirely sure this is the final status, it could change, so stay tuned. First incident. Former regime's activists attempted to prevent Pashinyan and tens of thousands of participants from marching to Yerablur Pantheon on weekend. During the incident, they identified a journalist from "Azatutyun" (pro-western) and began assaulting him. (Azatutyun office was also raided by supporters of former regime on November 10th). Second incident. 5TV is owned by Kocharyan's friend. It has a record of manipulating interviews and information in general (e.g. the March 1st documentary). Some people don't like them for this reason. 5TV reporter was cussed by Pashinyan supporters, while QP MP Andranik Kocharyan refused to take questions from him. Third incident. HR Ombusmn: Five foreign and two Armenian reporters received severe injuries during the war. One reporter was killed. They were targeted by Azerbaijan intentionally. They were wearing PRESS uniforms, which are visibly different from army uniforms. 1) Reports of officers disobeying commands during the war, and desertion. 882 cases are being examined. Dozens have been charged. 2) Several civilian and military individuals intentionally spread alarming information to create panic among soldiers in the front lines (Vitalik's friend's incident, possibly), and claimed that the war was already decided, it was a conspiracy, and that it was pointless to fight. There are multiple felony cases regarding this. Investigation continues. 3) A felony case is launched against an officer who refused to do his duties in the southern part of Artsakh. (if this is General Movses Hakobyan, expect him to cry "political persecution" because he was the first one to give a press conference to create a narrative, a-la Dodi Gago). 4) Investigations over claims made by General Movses Hakobyan on November 19th. We're investigating a group of high-ranking officials for possibly violating protocols set by the Defense Ministry, which lead to reduced performance, which impacted the outcome of the war. We are also examining the reports, submitted by various political parties, to investigate the $5 billion offer that was made to Pashinyan by Aliyev (the offer Aliyev made to Serj and Pashinyan to give away 7 regions without a fight). 5) A felony investigation was launched [to investigate Pashinyan] after [former regime figure] Garnik Isagulyan claimed that Pashinyan took a $48 million bribe from Turkey and that his NSS chief Qyaramyan gave away 1400 passports to Azerbaijan, and helped Azeris to invade Hadrut. Isaghulyan was invited to SIS to provide evidence; he refused. The examination found no proof of these claims. A felony case was launched against Isagulyan himself for making false reports. 6) There were multiple reports in mid-November that Shushi was "sold" and an order was given for soldiers to deliberately retreat so Azeris could take it. This was investigated by SIS and NSS, courts were involved, reports from various media outlets are being investigated, including Arayik's leaked phone call and General Samvel Babayan's "post-mortem" interview. Additionally, there is an investigation of the embezzlement of property belonging to the army. Then a similar story in Kubatlu; I wrote that I witnessed how Pashinyan's son Ashot was yelling at deserting soldiers; he was asking them to stay and help. My post received a lot of attention. It's clear that these two were separate incidents on separate dates, right? They [former regime] began calling me a liar because I could not have seen Pashinyan's son on October 1st because he was sent to the front lines on the 5th. Overall, good news for DK. New York State – Getting desperate? Do they need some online sports gambling revenue? I want to make this clear before I write about this topic – sports betting is already legal in New York state. The problem is, it’s only legal in brick and mortar (retail) locations. Just under a dozen upstate casinos can operate brick and mortar sports books at the moment. In typical DK fashion, they’re already active in a casino in New York State. DK offers in person brick and mortar sports betting through the Del Lago Resort Casino in Waterloo, NY. My news update I’m sharing is that it appears New York state might be considering expanding to online sports betting too due to a budget shortfall they’re experiencing (they need more tax revenue). This news came out on Wednesday, 12/16/20 during the day time. Governor Cuomo had a press conference during the day. The press conference was primarily focused on giving an update on the COVID-19 pandemic in New York state. During the presser, the topic of New York state’s budget shortfalls came up. As a possible financial solution, Cuomo said “Are there other ways to get revenue? How about marijuana? How about sports betting?” He’s referring to the possible tax revenue that could be collected if sports betting offerings were expanded beyond just the brick and mortar offerings. What if every New Yorker could place a sports wager from the comfort of their own home on their cell phone? The battle for legalizing online sports gambling in New York has been going on for years. Governor Cuomo has always been opposed to it. One of the reasons Gov. Cuomo has cited in the past is that he thinks a constitutional amendment would need to be made to New York state law to allow for mobile sports betting in the state. However, one state representative from New York that has been pushing hard for online sports gambling begs to differ. In response to Cuomo’s comments in the presser earlier that day, State Senator Joseph Addabbo said that there would be no constitutional problem with mobile sports betting because the servers could be placed on site of grandfathered in physical casinos. Addabo said that New York state’s need for revenue is “real and immediate” This is a situation to keep a close eye on. The impacts of legalizing mobile sports betting in NY would be substantial for DK as it would open the population of 20 million people in NY state the opportunity to place wagers on the DK Sportsbook app through the comfort of their home. I imagine it wouldn’t be too difficult for DK to mobilize once they get the green light for mobile betting as they already have the standing relationship with Del Lago Resort Casino for in person betting. The Michigan Gaming Control Board (MGCB) granted DK a provisional license to conduct online gaming and sports betting in the state of Michigan For this update I also want to be clear – retail (brick and mortar) and mobile sports betting are already legal in the state of Michigan. It’s just that there’s a lot of yellow tape for Sportsbooks like DK to navigate within a state even after sports betting has become legalized. This provisional license provided by the MGCB was provided to DK and 14 other sportsbooks (including rival FanDuel) on Thursday, December 10th last week. Now there are just a few more regulatory requirements that DK has to meet in the state of Michigan before they can go live. According to http://www.michigan.gov, “Before launch happens, the platform providers must complete additional regulatory requirements including independent testing of platforms and games and MGCB approval of their internal controls, which ensure gaming integrity. Knowing that DK has a knack for being quick to mobilize once they’re given opportunities in respective states, I fully expect them to pass these last few tests with flying colors. And money will be allowed to be made! Another promising sign coming out of the state of Michigan, is that on November 30th, 2020, DK became an official sports betting partner of the Detroit Pistons, the NBA basketball team in Michigan. DK Chief Business Officer, Ezra Kucharz, was on the record after the deal closed saying “As our first professional team activation in the state of Michigan, we are thrilled to join forces with the Detroit Pistons ahead of our pending market introduction”. Anyone who has been paying attention to the news whether internationally, nationally, or state you know COVID-19 is going in the wrong direction unmoving very fast in the wrong direction.
Louisiana is experiencing the third surge of COVID-19.
Nov alone the US has had more new cases than in any other months and hospitalizations are at a record high nationally. Higher than other surges.
Yesterday the US added more than 169,000 new cases in one day and 898 deaths.
This week's WH Coronavirus Taskforce Report shows 474 new cases per 100,000 people last week we had 172 new cases per 100,000 people. The national average is 356 cases per 100,000.
So this is the first week in many weeks that LA has had more new cases than the national average.
Today we report ___ new cases and sadly 39 additional people have lost their lives to the virus for a Toal amount of ___ deaths. Reporting 1,052 hospitalizations, not the first of the month we had less than 600. Today we are up 40 than yesterday with more than 350+ net new COVID19 hospitalizations. 113 patients on mechanical ventilators.
When we see what's happening in state and across all regions we have to be very cautious about hospitalizations and maintain the capacity to give life-saving care to covid and non-covid patients.
Trajectory we are on it is imperative we take action now.
If we could flip a switch and get 100% adherence to mitigation measures to all measures we are still 2 weeks from seeing changes.
We are in for a rough patch, and the degree we flatten the curve and are successful will depend on eery Louisianan.
We are stepping a step back to a revised Phase 2. So Phase 2 with some modifications.
We got out of the prior surge by moving to Phase 2.
What does that mean?

Gating Criteria Slides:
What we are seeing is as concerning as it has ever been. We were lucky to have a reprieve from the rest of the countries rise in cases for a few weeks we are now where a large portion of the country is.
Top left shows % of patients coming into ER departments across the state with symptoms suggestive of COVID-19 you can see the prior spikes and now it is increasing again.
Top right show new cases on a rolling 7-day average you can see the first and second spikes and now the increase we are on which is almost identical to where we were going up in the second spike and clearly we have not hit the top yet.
Bottom left you can see the % positivity dated back to the date of collection and that is increasing as well up to 8.1% now will be posted on the dashboard tomorrow. You will see testing volume is also increasing. There is more COVID so more people are getting tested due to more exposure plus the increase around testing around the holiday. An increase in testing volume has no bearing on testing positivity. An increase in positivity and testing volume is a strong signal we are experiencing a lot of COVID.
Bottom right is the amount of hospitalized patients with COVID19 you can see the two spikes and now a sharp increase. It is a rate of increase that our hospitals cannot stand for very much longer.
Region analysis - every region across the state are seeing similar increases.
Region 1 Orleans - increase across the board.
Region 2 EBR - increase across the board.
Region 3 River parishes - increase across the board.
Region 4 - increases across the board.
Region 5 Lake Charles - increases across the board.
Region 6 Can LA - increases across the board with a very sharp increase in new cases and hosp.
Region 7 - increase across the board.
Region 8 - increase across the board.
Region 9 - increases across the board.
A month ago it was a mixed bag with some areas plateauing or increasing.
Now the entire state for all gating criteria is increasing, (only Can LA is plateauing for COVID-like illness reports).
Still have capacity across the state but this is a lagging indicator so if you act when hospitals are at capacity it is too late.
People waiting a long time to get a bed. One ER had to use recliners in the ER while people waited for a bed to open up.
Rural/smaller hospitals are having a difficult time transferring patients to other locations. Not every ICU bed is equal and some conditions require more expertise from an advanced center. Only a handful exist across the state. Even if a rural hospital has an ICU available if a patient presents with needing an advanced team and there are none available they may have to wait a couple of days before they get transferred in. That's a delay of care and has consequences.
Hospitals are stretched and already at staffing capacity. A nurse may typically care for 4-5 patients may now be caring for 6-7.
These things have consequences and it is just the beginning because we haven't hit capacity yet. This is a warning we have to act now. There are things we are working to preserve in the state and the ability to access normal hospital care is one of those priorities. We do not want to have to delay scheduled procedures.
The path ahead is dangerous. This is a dangerous time for Louisiana.
The trajectory we are on is dangerous. We are on a similar trajectory as before.
Now it is flu season so we have extra patients in the hospital.
Weather turning cold so more people indoors = more transmission.
Peak of the holiday season coming up so there's a temptation to gather. Gathering = more transmission.
Previous increases we were not in lockstep with the rest of the country. Every other state is seeing runs on hospital care and demands of their hospital staff at the same time we are. If we need to ask for help, it may not be there this time. In fact, we don't think they will be available because they will be caring for their own state's patients.

Related to Halloween? Seems people are willing to gather for Thanksgiving. Are we going to see a worsening 2 weeks after Thanksgiving We are already seeing just about as steep of an increase as we can get it really can't get much steeper than that. I don't know, looking back to Halloween, it was part of it. I think increases from other states was bleeding over into our particularly in Northern LA. Plus we are tired, COVID fatigue is real, and it's easy to get complacent. Even without Thanksgiving coming ahead we will continue to get worse. I don't know how much worse it gets with Thanksgiving. I cannot emphasize this more than enough if you need to make a decision for your family talk to someone who has had it, experiencing the disease, or someone who has worked in the affected healthcare facilities during those two surges. How much is being driven by small gatherings indoors and if so it doesn't seem restrictions matter than much Small gatherings have been a larger component than months ago, there is no question about that but that is just one slice. We continue to see a lot of cases tied to bars, restaurants, events, and churches as well. Mitigation measures are going to be significant in their effect but not absolute. The other side is that people really need to make responsible decisions when no one is looking. No one will police who parities but I want families to take it seriously and know what the real risks are and make an informed decision. The more families are informed the more they will be likely to say for this year, for my family, it is just not worth it. Gov. JBE
We have already been told that for example if we will request help from he Fed gov in respect to medical care to Louisiana there are 12 individual and discrete things we have done first before we can be considered.
Strong indication we cannot count on that.
Difference between Spring and Summer surges when we did have medical personnel available from requests to the Federal government at that time.
Partially important for Northern and Central LA. I do not know how hard it will be to go back in the gating criteria for those regions but if you go to Region 6. If you look right at the summer surge we never got those numbers as far down as we wanted to we never got those numbers down to where we wanted to. So the baseline of going into the third surge is much higher relatively speaking to the state as a whole. So we are already in a much more difficult place.
Statewide the non-COVID patient population is higher now than it was in the Spring or the Summer.
Region 7 you will see the right of the summer surge the numbers did not come down to be even close to where they were before the summer surge started. So they have a very high baseline of cases.
Region 8 the same thing.
Our numbers are worse and they are getting worse everywhere so I hesitate to bring up regions 6,7, and 8 because people might think that's the only places we need to be focused on. That is not true, but I will tell you its a particular concern if you are in Central or Northern LA because you have such a high baseline going into this.
While we need adherence to restrictions everywhere it is particularly acute in Regions 6,7, and 8.
Breakdown of Phase 2 (modified) will become effective tomorrow and last 28 days (4 weeks) expiring on Dec 23:
Statewide surge requiring a statewide effort.
Follows the White House Coronavirus Task Force recommendations.
Last time we had such a large single-day increase was in July -- which is when we took action through implementing Phase 2 and the mask mandate -- and collectively the people across Louisiana responded and we bent the curve.
Time for us to rise again and meet the challenge before us.
With the Holiday season before us we really gotta pay attention to this now so we do not overburden our hospitals to not deliver care. I do not want to have hospitals have to cancel elective surgeries or medical procedures want. Delayed non-emergency procedures and surges often transmit into emergencies later on. Do not want doctors to have to make crisis care decisions pitting cases against one another due to a lack of resources.
We have avoided crisis care during our previous waves because we worked together to flatten the curve.
If there was ever a time to step up and be a good neighbor, whether it is to your actual neighbor or to someone in LA you have never met, that time is now.
People do not stop having car accidents because of a pandemic. There are still critical care needs apart from COVID.
Do it for the medical professionals as well who have been overworked since March.
To keep schools open.
Encouraging all employers public and private to maximize the use of telework where possible.
Ask families to engage in safe holiday-related activities. When you gather with those outsides from your household the more times you do it the more you roll the dice and the more likely it is that you or multiple people get sick. With community spread the dice are loaded against you. I ask you not to do this, especially during the holidays. It is what the CDC and LDH recommend.
Start planning now for a safe Christmas and Hanukkah.

When LDH updates the two-week case incidence numbers tomorrow there will be some parishes where bars close, that were going to happen regardless of these changes because those parishes would have exceeded the 10% that was previously required.

Everyday households need to stick together and reduce interaction with those outside of their household.
Any activities that do take place should take place outside rather than inside.
Odds are 20x higher to catch the virus indoors than outdoors when the same activity takes place.
We are expecting rain this week perhaps staying with us through Thanksgiving and after.
Even if you planned the safest possible event with it intended to be outdoors there is a good chance you will not be able to do that.
Now is your opportunity to adjust your Thanksgiving plans.
Do not have people from different households come indoors together. The virus doesn't care if you are a relative.
If you want a Christmas without loved ones in the hospital, or worse, you need to be extremely careful on Thanksgiving and every day.
Next few weeks would normally be holiday party time - office, block, family, etc.
Holiday parties are a recipe for disaster now. Asking people to forgo those parties.
There is a light at the end of the tunnel, it is not a high-speed train heading in our direction, I believe in a few months we will be able to put the pandemic behind us. Next month we can start vaccinating in small numbers and will take some time to get to the general population. Do not get in your mind we will have to mask up and physically distance forever. There is an excellent chance that next Thanksgiving will be the best one ever. While there is COVID fatigue and I know it is real, it is also real that we are looking for renewed interest and compliance for a finite amount of time. I hope it inspires people to do what is required and know they won't have to do it forever. The next few months are critical. We need everyone to be on the same page.
Holidays are about showing your love for those you care about. The best way to love someone right now is to give them COVID. So like it says, "pass the pie and not COVID" that is our mission. That is the mission for everybody in Louisiana.
Follow the commonsense public health measures, the restrictions, and mitigation measures.

Epidemiologists in Louisiana say we may be getting diminishing returns on our introduction of restrictions than what we previously saw. Are you concerned that the impact of the introduction of these restrictions will be more gradual and the implications that may have I am concerned about an awful lot as it is related to COVID19 and this pandemic. There is not one easy decision I have made nor one that has brought me joy. I am convinced that if the people of Louisiana will embrace these mitigation measures and restrictions, be patient and selfless, and ensure compliance that we will flatten the curve again. That is what I know. There are no magic tricks to be worked here. The only way to stop a surge is with restrictions and mitigation measures. So with the numbers increases here and around the country as they are the sense of urgency that you see coming out of leaders in Washington right now, as seen with Vice President Pence and the Coronavirus Task Force the other day, everyone should understand that this a very very serious situation. We have to do our part in order to slow the spread. It has to be a collective effort. No one should say is 99% of the people do it that's good enough I don't have to personally do it... that doesn't work. We all have to see it as a common effort that we all play our part. If someone would have presented a better option to flatten the curve I would have taken it. I know we have COVID fatigue here and around the country. If there was something other than wearing masks, washing your hands and staying home when you are sick, and so forth I would embrace it. It doesn't exist. That is why you hear this coming out of Washington and all the other healthcare workers how important these are. So let's do it. Let's flatten the curve again. I feel very comfortable that in several months, not sure when we will have enough of our population vaccinated that I believe we can start putting in the rear view mirror. Until now and then we have to do what is necessary. I do not know if there is another surge after this one, I pray not, but we know we are surging now. Are you trying to change the way enforcement has been handled on these public health issues. Obviously the problem is people aren't following previous guidelines.. so are you making changes to enforcement? We will continue to work with businesses of all types and venues to ensure that they understand that the restrictions are what rules they have to abide by. Individuals and businesses can get more information at opensafely.la.gov and you will get more information. Will there be enforcement? Yes, there will be, but I am going to say what I've said back in March and every time since then, if the people in Louisiana insist we enforce our way through this we are doomed to failure. There are 4.66 million Louisianas and 10s of thousands of business and quite frankly we cannot enforce our way through this. We are going to be asking people to comply, do compliance visits, respond to complaints, and where people refuse to come int o compliance you can expect enforcement. That will not get us through this surge. That will not protect the health of our fellow Louisianans, it is better than not doing any enforcement. We need to have people doin this because it is the right thing to do. They need to embrace it, not because it is pleasant but at the end of the day this about people's lives are talking about. We are doing our very best to strike the balance between lives on one hand and livelihoods on the other. When it comes to economy, to business, to employers, to livelihoods, the best thing we can do is put this virus behind us. Are the rules for temporary conditional permits allowing bars to operate as restaurants remain in effect? Yes and we currently have 372 bars using conditional permits to operate as restaurants. They are not a hybrid, they are not part bar or part bar. They operate as restaurants if they are operating properly and they follow all rules for restaurants. For other establishment that continue to operate as bars they need to follow the way we outlined bars operate today. What are you doing for your Thanksgiving celebration. You have a son who is coming home from college because LSU is going virtual for Thanksgiving Yeah I have a son who actually lives here in Baton Rogue and he will likely be coming home to spend some time with us. I will tell you we will stay in baton Rogue at the mansion and have a Thanksgiving meal that consists of the immediate household. We will gives thanks because even during this pandemic which has been so tough on people, even after the 3 hurricanes that hit this year, we have so much to be thankful for. God has truly blessed us. Thanksgiving is a day to give thanks and that is important to me and my family and we are going to do it, but last year I remember my 84 year old mother came, my 6 siblings all came with their spouses and children and grandchildren. We had 80 or 90 people. You will not be seeing that this year and you will not see it at Christmas either. I hope and pray that if you are with me on Thanksgiving Day of 2021 you will see that. I believe that you will, but between now and then we all have to do our part. Did you tell Legislative leaders about these new restrictions before you came out here today? What was their response? Yes, I did. You need to know that I routinely send data and information to the Speaker and to the President. We have complete transparency on the data we are relying on because we update it every day aside for Saturday. We also have sent Legislative leadership, and I believe every member of the Legislature, every White House Coronavirus Task Force report whenever we get them. This morning in a addition to those things we presented all gating criteria slides to the Speaker and the President. We talked about where we were especially in light of our hospital capacity and our need to go back to a modified Phase 2 in order to flatten the curve again. They asked some questions, expressed concerns to makes sure whether the Fire Marshall or ATC will work with proprietors and bar owners to maximum extend possible so they can know hat is expected of them and be given an opportunity, if they are operation in good faith -- of which the overwhelming majority of businesses are -- to come into compliance. That has been our approach throughout the pandemic. We have always bent over backwards to make sure individuals know what the rules give them every opportunity to come into compliance and only after persistent shortcomings/refusal to do any real enforcement actions like citations take place. I assured him our approach would not change. Does the influx of new vaccines change our prognosis at all We have a draft plan in Louisiana that we continue to update and revise daily. The reason it is a draft plan is that we still don't know the day that we will get the first vaccines nor the number of doses that will be there. I have every expectation that around mid-December we should receive some doses of the Pfizer vaccines first. We don't know how many it could be as few as 30,000 or might be 60,000 we do not know for sure. We think the first doses of the Moderna vaccines would come weeks later, perhaps with a smaller number available initially. We continue to work with our federal partners. We were on the phone with Azar yesterday and talked about the logistical aspects of Project Warpspeed. Once the vaccine gets the EUA from the FDA we will have the vaccine in route to our location(s) of choice in 24 hours. The first shipment will be prioritized to healthcare workers, then high-risk groups (nursing homes, assisted living centers, congregated shelters), then the list expands from there out. Ultimately we want to get to a place where we put a call out to the general population they can go to their health unit (hospital, doctor's office, or pharmacy) and get the vaccine. This is not a one and one vaccine, it requires a second dose, depending on the manufacturer that could be between 21-28 days later. More vaccines may come only over time and some of these things may change. I do not want talk of the vaccine, it is critically important and no one is more excited than I am, but I do not want the talk of the vaccine to cause people to not pay attention to what is imperative right now. That is why you hear Dr. Birx, Dr. Fauci, Azar, talking about the term of bridging to the vaccine and needing to double-down on measures until the vaccine is widely available. The vaccine will not be here in the numbers we need soon enough to reverse the trajectory and numbers we went over today. I do want to mention I have every confidence that when the FDA issues that EUA that that vaccine will be safe and effective. I hope my fellow Louisiana will embrace the vaccine. A vaccine saves 0 lives but vaccination can save a lot of lives. The vaccination requires the vaccines and an individual to receive that vaccine in two injections. So please understand the FDA has not cut out any steps required to evaluate the safety and efficacy of these vaccines. In fact, the trial sizes were 5x-6x more than one would normally see in a trial. They took steps consecutively instead of sequentially to make this vaccine thereby shortening its time for production. They started the mass production while trials were still happening. So if that authorization comes they have the vaccine to distribute and more to be distributed and you don't have to start that manufacturing process up from the beginning. So I really want people to embrace this and understand they will be safe and effective once the call goes out to start vaccination. Does the state have enough cold storage for the vaccines or does the state have to put in some money for that? We've identified the cold storage capacity that we need pursuant to our plan to administer the Pfizer vaccine. Its a combination of cold storage capacity and dry ice. We will be in good shape there. This is why you have to have really good hard work going on hard in advance. That way working with hospitals and universities you are able to identify all the cold storage you have, where is available for these vaccines and then you plug that into your plan. That will not be a limiting factor in terms of receiving the vaccine. Logistically it makes it more complicated because you have to receive it at those sites and distribute it from there. They are still evaluating how long the vaccines remain stable once they thaw out. We will be all over that so we will make sure if that vial falls out it will be administered while it is stable and making sure that people come and get the second dose as well.

As I mentioned awhile ago, despite how difficult this year has been for all of us both individually and as a state, there is a lot for us to be thankful for. That is always the case. So Thanksgiving is about giving thanks for the blessing we enjoy and I would encourage people to find ways to have a celebration that is safe so we can be thankful for the blessings we have while being mindful of the dangers of this pandemic. There are dangers if we insists on celebrating the holidays as we have in past. I cannot strongly encourage people to be patient. I know you are tired of this but be patient and love your loved ones by making sure you do not expose them to unnecessary risk. We close to them through the phone, FaceTime, and other ways. Let's look forward to getting together without restrictions and mitigation measures. Unless between now and then we are too risky with our behaviors and we'll be lamenting the fact that we didn't do what we were asked to do. That some of our loved ones won't be with us when the time comes to celebrate in person. When that next birthday, Thanksgiving, or Christmas happens. I encourage everyone to do their part. No discussion of Upper Class Billionaires would be complete without the Rothschilds. A family dynasty synonymous with wealth. But what is the true extent of this wealth? Just how powerful is this relatively secretive family? With various theories circulating on the Internet, can we reach a rational consensus? Part 1/6 - The Architect? Mayer Amschel is often cited as the founder of the Rothschild banking dynasty. In 1770, he married Guttle Schnapper. This boosted Mayer's wealth, as he received a generous dowry of 2,400 gulden from her father (who worked as a court agent). Mayer wouldn't forget this and, in his will, outlined strict, controversial provisions regarding Rothschild marriages. Mayer was concerned that the family's fortune would be diluted as it grew through marriages. As such, his will "barred female descendants from any direct inheritance" and, in effect, provided incentives for intermarriages. Four of his granddaughters married grandsons (first cousins), while one married her uncle. Now, is this really a tale of Started from the Bottom? Or, much like Drake, is there a rich Uncle involved? To answer that, we need to ask: who came before Mayer Amschel? Well, his father, Amschel Moses had a business in goods-trading and currency exchange. He was a personal supplier of collectable coins to the Prince of Hesse. We'll come back to that shortly... We know little about Mayer Amschel's grandparents and more remote ancestors. The family did previously use the name "Bauer" - in fact the name Rothschild didn't really stick until Mayer Amschel's generation came along. Benjamin Franklin once observed that in life only death and taxes are inevitable; they are also virtually the only things about which records survive for the earliest Rothschilds. The most we can say about the early Rothschilds is that they were relatively successful small businessmen dealing in, among other things, cloth. Five years before his death in 1585, Isak zum roten Schild had a taxable income of 2,700 gulden. A century later his great-grandson Kalman, a moneychanger who also dealt in wool and silk, had a taxable income more than twice as large. It seems that his son (Mayer Amschel's grandfather Moses) successfully developed his father's business, continuing the process of steady social ascent by marrying, successively, the daughters of a tax collector and of a doctor. With the help of relatives, Mayer Amschel secured an apprenticeship under Jacob Wolf Oppenheimer, at the banking firm of Simon Wolf Oppenheimer in Hanover, in 1757, where he acquired useful knowledge in foreign trade and currency exchange, before returning to his brothers' business in Frankfurt in 1763. He became a dealer in rare coins and, just as his father had done previously, won the patronage of the Prince of Hesse. His coin business grew to include a number of princely patrons, and then expanded through the provision of financial services to the Prince of Hesse. In 1769, Mayer Amschel gained the title of "Court Agent", managing the finances of the immensely wealthy Prince of Hesse who in 1785 became William IX, Landgrave of Hesse-Kassel, and inherited one of the largest fortunes in Europe at the time. Part 2/6 - The Five Arrows The Rothschild coat-of-arms includes a fist clutching five arrows, a reference to Mayer's five sons. At the turn of the nineteenth century, Mayer sent his sons to establish banks in Frankfurt, Naples, Vienna, France, and London. The release of the "Five Arrows" symbolises strength through unity, and marks the beginning of the Rothschild's global banking dynasty. Part 3/6 - Nathan Mayer Napoleon was on the march through Europe, and William gave his fortune to Mayer Amschel to protect it from being seized by Napoleon. Mayer was able to hide the money by sending it to his son Nathan in London. The London Rothschild office had to spend it somewhere, and loaned it to the British Crown, in order to finance the British armies fighting Napoleon in Spain and Portugal in the Peninsular War. These savvy investments of William's money paid off handsomely, netting sufficient interest that their own wealth eventually exceeded that of their original nest-egg client (the nest-egg client who had inherited the largest fortune in Europe remember). This marked the birth of the Rothschild banking dynasty. Historian Niall Ferguson outlines the sheer scale of the Rothschild family's operations: "For most of the nineteenth century, N M Rothschild was part of the biggest bank in the world which dominated the international bond market. For a contemporary equivalent, one has to imagine a merger between Merrill Lynch, Morgan Stanley, J P Morgan and probably Goldman Sachs too — as well, perhaps, as the International Monetary Fund, given the nineteen-century Rothschild's role in stabilizing the finances of numerous governments." Nathan pioneered the ingenious strategy of lending to governments during wartime. This tactic, used when Nathan funded Wellington's army in 1814, is the primary cause of the explosion in the family's wealth during what proved to be 150 years of nearly chronic warfare. Of course, the Rothschilds played no role in instigating said conflicts... Continual war in Europe created excellent opportunities to profit from smuggling scarce consumer goods past military blockades. Since the Rothschilds often financed both sides in a conflict and were known to have great political influence, the mere sight of the red shield on a leather pouch, a carriage, or a ship's flag was sufficient to insure that the messenger or his cargo could pass through check points in either direction. This immunity allowed them to deal in a thriving black market for cotton goods, yarn, tobacco, coffee, sugar, and indigo; and they moved freely through the borders of Germany, Scandinavia, Holland, Spain, England, and France. This government protection was one of those indirect benefits that generated commercial profits - of course they were also getting interest on the underlying government loans. Even the friendliest of biographers admit that, for more than two centuries, the House of Rothschild profited handsomely from wars and economic collapses, the very occasions on which others sustained the greatest losses. Part 4/6 - Nat The Rothschilds tend to keep tend to keep out of the limelight. One of the family’s grande dames said you should only appear in the newspapers on three occasions: hatch (aka birth), match (aka marriage) and dispatch (aka death). Therefore, this makes the odd flamboyant Rothschild stand out even more. One that springs to mind is Nat Rothschild (Jacob Rothschild's son) and ex Bullingdon Club member who in 2016 married former Page 3 model Loretta Basey. According to Forbes, Nat's net worth was $1 billion in 2012, but he lost his official billionaire status the next year. However,according to an article in the Observer in 2000, Nat's actual inheritance is hidden in a series of trusts in Switzerland and rumoured to be worth £40BN (i.e. $60 billion.) Part 5/6 - Ghislaine Maxwell? Alan Dershoiwtz, who once defended Jeffrey Epstein in court, writes: "My wife and I were introduced to Ghislaine Maxwell by Sir Evelyn and Lady Lynne de Rothschild..." Evelyn de Rothschild and his wife Lynn were introduced by none other than Henry Kissinger at the 1998 Bilderberg Group conference in Scotland. High all! I really recently fell in love with the Fallout Universe, with all its complexities and unique stories. In particular, I very much enjoy the subjectivity of interpretations of the games and their outcomes, and I wanted to create my own personal contribution by writing a story specifically set after the Second Battle of Hoover Dam. The Courier is referenced once in passing and there's no mention of a next of kin for the Courier. The story is completely original with entirely unique characters that I've made and it takes place after a non-specific timeline in which Mr House wins the fight for the Mojave Desert. I wanted to share some of my work with my fellow Fallout fans and see what you think. I sincerely hope you enjoy it. Beginning: After the guns fell silent during the Second Battle of Hoover Dam, the world was forever changed. Mr House’s City State of New Vegas gained full sovereignty and control over the Mojave Desert, and his Securitron Army pushed the exhausted NCR and broken Legion out. In the following years, Mr House rapidly expanded the city of New Vegas, and reignited the production of old Pre-War Technology automobiles, bus lines, and a high speed train line appeared. The Strip itself expanded beyond the Three Families; Strip clubs, pubs, casinos, all you can eat buffets filling the area, with some residential apartments and houses now beginning to be sold to the highest bidder, just as it was in the old world. The expanded city of Vegas outside the Strip itself however is a slum, crime, inequality, and denigration is all but abundant, and unrest is growing. Following the removal of President Kimball, his Vice President Donald Watson took over and inherited a State in crisis. Faith in the government had rapidly deteriorated, and the economy of the NCR began to suffer as many relocated to the Strip to live a life of luxury and excess. They were clearly dressed in dark clothing, though the quality was too poor and the camera was too far away to make out any of the fine details of the material. Aminta scrutinised the footage, watching intently as the five figures used an oblong object, reminiscent of a hunting rifle to fire a rope, or cord up the side of the dam; high enough to catch the top. The operator of the device then disconnected it from the gun, and pressed it into the ground. It appeared to stick. They then ascended the rope. The camera feed then cut to show three of the attackers subdue and restrain two security guards. Due to the light, it was clear that the clothing the criminals were wearing was Recon Armor, though there were no insignia or identifiable characteristics. The two men were then held down by two and clubbed across the face by the third member with the butt of a 10mm pistol. He then turned to the computer and retrieved something from his pocket. Then the screen went black. ‘At this point, at roughly 1:27 am a Trojan was fitted onto the system. It temporarily disabled all the security cameras in the sector. It was one of the strongest Trojans I’ve ever come across, but I was able to get the system back up and running within 15 minutes. Unfortunately we cannot recover any footage from the corrupted data files that detail how the robbers escaped. I hope you can understand why I decided to contact you.’ Aminta pondered to herself. Why would Mr House, a man who controlled Rockets and owned and governed an entire city and it’s enterprises, would need to contact the New California Republic for assistance in a robbery? From where they were standing, he appeared to be in a position any high ranking NCR official would kill for. She didn’t say anything. There had to be more to this meeting than what Mr House was implying. She looked to her left, trying to be casual. Sitting next to her with an overexaggerated grave look on his face was Political Officer Neville Dawson, and next to him was Dennis Crocker, former Ambassador to the Strip. They too were quiet, their faces frustratingly hiding what they were thinking. Not sure where to look, Aminta turned back to the screen Mr House’s caricature face was on. She had to say something. ‘Mr House, why exactly do you think these people targeted Hoover Dam? There are many casinos and places full of money on the New Vegas Strip. Is there anything of massive value at Hoover Dam?’ ‘Well Chief Aminta Marr, no, ostensibly speaking, there is nothing there of real value to anyone, unless they have the ability to take and control the Dam and source it’s hydraulic generated electricity,’ ‘Then why would someone do this?’ Aminta said curtly. She tensed up, not meaning to sound dismissive. ‘Well Aminta, they did take one thing from what we've deduced,’ Mr House said, appearing to ignore her tone. ‘And what was that Mr House?’ Neville cut in. He was leaning forward, hands clasped tightly together. He was trying - and failing - to ease the tension in the room. ‘Well, before I contacted you Neville, and to answer your question Aminta, I ran through my storage records from 2285 to the present. I had Mr Harvey Shwarze, my ‘Representative in Government’ review them in paper form in our archives. Three things - completely inconsequential things mind you, were missing. Three Platinum Chips.’ ‘Three Platinum Chips?’ Neville said concertedly, as if he knew exactly what Mr House was talking about. ‘That’s right. It’s a data storage device, well it was a data storage device. Designed by me before the Great War of 2077. Perhaps once upon a time this would’ve been valuable to somebody, but after the Second Battle of Hoover Dam I had access to all kinds of ruined facilities all over the Mojave to reform to working order. I began reprinting hundreds of Platinum Chips which were variations of the original Platinum Chip. They continuously upgrade and encrypt my software to prevent any outside programmers from accessing my highly sensitive data. I have no idea what a group of hooligans would want with three. I can easily replace them, and since they’re only usable on my systems, well they would simply be useless.’ ‘Perhaps they wanted to sell them,’ Aminta proposed. It wasn’t impossible, she thought. People pay top dollar for things with perceived value, isn’t that the cardinal rule of the Strip? ‘To whom?’ Mr House replied. ‘The point still stands. Nobody has any use for them but me.’ ‘Well, perhaps they thought they were valuable.’ Dennis remarked. ‘In any case, they will soon learn they are not valuable.’ ‘If you have no problems with this Mr House,’ Aminta cut in. ‘Why do you need us here? The NCR has its own problems, big problems, and from where we’re standing, you seem to have everything under control.’ ‘That’s precisely the issue!’ Mr House exclaimed. ‘The very fact they managed to steal anything from me at all is deeply disconcerting! I spent days and nights running statistical simulations for all possible scenarios in and formulated the best plans for countering every scenario I came across!’ ‘I guess my point is, I do not understand, in any capacity, why you, YOU of all people would need to call us for assistance in a matter that you - whether intentional or not - have spent the last fives minutes telling us it isn’t an issue.’ The room fell quiet. Aminta pulled her hands back from the table and into her lap, and looked down at them, pretending to be occupied analysing them. She had exposed the true, unspoken meaning of this meeting, and they all knew it. She bit her lip. Dennis wiped the sweat off his face. Neville breathed in deeply, as though he was going to speak. But Mr House did first. ‘As I understand it, the NCR has fallen on hard times since the Second Battle of Hoover Dam. My Lieutenant after the battle was admittedly curt in regards to handling our relations, and since then it seems your economy is really struggling with extremely poor unemployment and satisfaction levels,’ Mr House paused. Neville looked at Aminta with a look of understanding, and regret but he didn’t say anything. Mr House was right. Of course he was right. ‘It just so happens that while it may look from the outset I’m doing well, with the occasional launch of one of my experimental rockets, crime in Greater New Vegas is extraordinarily high. To be clear, the Strip is not, but the extended city state with the newly constructed buildings - those areas are. I want to make a proposition for the mutual benefit of the NCR, and New Vegas. Neville, think carefully about what I’m about to say.’ Neville spoke up. ‘Alright, I’m all ears.’ ‘Dennis Crocker here can once again become the Ambassador to the Strip, and the NCR can once again have an Embassy. I will also give the NCR access to some of my technologies to help your state re-stabilize after everything that’s happened. In return however, I would like Aminta here, who is your Chief and Commander of both your military and normal police forces, to assist my Securitrons in patrolling Outer Vegas. Securitrons don’t make the best police, and security guards are in short supply and are not equipped, in any sense, to be police. I also would like your help in tracking down the culprits of this robbery; that being an extension of the aforementioned policing stipulation. Such a breach of security cannot happen again. Neville Dawson, I’m willing to sign a treaty pertaining to these terms, or any terms the NCR may propose, unless of course it does mutually benefit both states.’ Aminta felt her twang strike her deep in her heart. For years, the NCR Police Force had been absorbed into the Military Police Unit, and they could barely contain black market dealings of Chems and military grade weaponry on the streets of NCR’s cities. They did not have the resources or power Mr House seemed to think they did. For nearly 3 years straight she had been bombarded with evidence of killings by her own subordinates, illegal incarcerations, and illicit behavior between colleagues within her own chain of command, with no power to rehabilitate or prosecute those involved. Meanwhile, those that had the money to escape fled to New Vegas, desperate to find a life of comfort. It was possible that through re-establishing trade and mutual respect with Mr House, they could rebuild the NCR’s respectability on the international and internal level. She found herself hoping the treaty would be signed. ‘This... is a huge proposition. I hope you can understand the overwhelming nature of what you’re telling us, it’ll take a bit for us to come to a conclusion.’ Neville exhaled, as though he had been holding it for the last minute. ‘I understand.’ Mr House responded. ‘Maybe I ask,’ Donnie piped up. ‘What specific kinds of technology will you provide to the NCR?’ Mr House ran down a checklist. ‘Vehicles. Remade pre-war cars. Excavation machines. Cement mixers. Would provide jobs and improve your infrastructure in the process, whilst also giving me business and improving the situation here. Mutually beneficial for both sides.’ ‘I see.’ Aminta struggled to contain her happiness. She had become a police officer to enforce safety and protect those who abide by the law. This was a way back to such operations, in which she could help those in need, rather than sit idly while their situation worsened. ‘I’ll also be willing to give 10% of the electricity produced by Hoover Dam to the NCR. It produces more than I need.’ Mr House offered. Dennis shifted his weight, and opened his mouth. It was a second before anything came out. ‘15% would be great, if possible.’ ‘Done.’ Mr House concluded. ‘Well, we’ll definitely have to confer this back to President Watson. As previously said by Mr Dawson, this is a huge offer.’ ‘I understand. Aminta, I can only hope you also support this.’ Aminta smiled. ‘I am willing to establish a NCR Police Force here in New Vegas, and assist in establishing prosperity and stability, for the benefit of both states.’ ‘Excellent. I’ll arrange for a Taxi to take you back to the border.’ ***** Nobody said a word in the ride in the elevator down to the entrance of the Lucky 38. There was a perpetual sense of being watched, and listened to, and Aminta supposed they probably were. She sensed from the stiffness of Donnie and Neville’s postures they felt the same way. As the three left through the ground level of the building, the desolate casino indicated a time long past, preserved in pristine condition yet uncannily lifeless; inhabited only by robots. Aminta felt a shiver flow throughout her body, prompting her to hurry outside. Upon exiting, Aminta was greeted by the fantastic lighting she had seen from the Lucky 38. Buildings stretched high into the now night sky, perpetually lit up and calling for you to spend a few short hours in their luxurious suites and lose all the money you have without knowing it. She had visited the Strip a couple of times before the Second Battle of Hoover Dam. Back then, whilst still grand, its exterior walls felt cobbled-together, layered pieces of steel to preserve what glory the pre-war days had. Now, the Strip felt open, almost a complete return to complete pre-war glory, though there was no way of her knowing what such a time looked like. Polished, beetle like cars with extravagant interwoven pieces of silver and gold making up their hubcaps cluttered the road, filled with nicely dressed young women chattering incessantly. Boys, ranging from teenagers to old men stumbled around, drunk and happy, their legs falling beneath them as though they were wet noodles. To the left, the Ultra Luxe Casino hotel stood at the far end of the street, intoxicatingly ostentatious and alluring for any hoping to climb the social ladder, despite the many rumors of cannibalism attempting to tarnish the brand. The fountain outside the front sprayed sparkling water into the night air which caught the light of the strip and reflected it like the jewels the building it was in front of was embroidered in. However, Aminta was not taken by the hotel, and watched two NCR troopers, still in their military uniforms be forced to dance in front of a crowd of onlookers. They were pushed and shoved as they struggled to dance, their arms and legs barely keeping to any rhythm as they fell to the ground, vomiting a putrid yellow substance onto the asphalt. She looked away in disgust and embarrassment for the two men. A man in an expensive looking suit and bowtie greeted the three. Behind him stood a long polished black car. ‘Shall I take you to the crossing point?’ ‘Yes.’ Donnie answered. Aminta and Neville followed his lead. He had more experience on the Strip than the majority of the tourists around them. She started the car once they were all inside, the engine barely kicking as it began to drive. Aminta marvelled at its power, it’s sleekness, at the strength and confidence of its movement and the luxury of it’s exotic wood plated interior. The chauffeur drove to the large South Gate of the Strip, passing multitudinous buildings of similar grandeur and spectacle, all the same though uniquely different, until they all blurred into one mix of different colours and moving forms. The chauffeur leaned out of the side window, showed an identification pass to a Securitron, and the gate opened. Aminta’s car was the only car that left. As the gate closed, the car picked up speed and tore through the rest of Vegas. Immediately outside the Strip, the buildings were noticeably more dilapidated. Aminta watched as the varied prosperity of the Strip curtailed rapidly into a mess of buildings, barely recognisable as residential or industrial, though they were unmistakably new creations. She almost didn’t notice it at first, but they were all the same. Row after row of buildings with the same geometric exterior, though placed at odd angles to each other, as if a child had been playing with them and haphazardly threw them into where they now stood. As the car moved further and further away from the Strip, lights in these buildings became scarce, and the brickwork became exposed to reveal pipelines and shreds of electrical appliances, some still spitting sparks. When the light of the Strip was nothing more than a flicker of light on the night horizon, the copied buildings were replaced with houses, roofs sagging, walls crumbling. As the car zipped passed, Aminta caught wisps of figures; people moving about the ruins and the darkness like ghosts, until they passed the last house, and all that could be seen was the night sky and desert shrubbery.

Chilean president Sebastian Pinera declared a 90-day state of catastrophe Wednesday to address the spread of COVID-19 in the country, which has 238 confirmed cases of the novel coronavirus. By law, a state of catastrophe puts the armed forces in charge of public order and security and enables military control of the movement of people and goods. Military officials will be able to issue direct instructions to public employees and local governments and establish measures deemed necessary to maintain public order, including curfews. Australian airline Qantas and its subsidiary Jetstar will suspend scheduled international flights from late March until at least the end of May due to the coronavirus crisis. Trump was over a billion in debt and the Russians bailed him out. ► Trump was first compromised by the Russians in the 80s. In 1984, the Russian Mafia began to use Trump real estate to launder money. In 1987, the Soviet ambassador to the United Nations, Yuri Dubinin, arranged for Trump and his then-wife, Ivana, to enjoy an all-expense-paid trip to Moscow to consider possible business prospects. Only seven weeks after his trip, Trump ran full-page ads in the Boston Globe, the NYT and WaPO calling for, in effect, the dismantling of the postwar Western foreign policy alliance. The whole Trump/Russian connection started out as laundering money for the Russian mob through Trump's real estate, but evolved into something far bigger. ► In 1984, David Bogatin — a convicted Russian mobster and close ally of Semion Mogilevich, a major Russian mob boss — met with Trump in Trump Tower right after it opened. Bogatin bought five condos from Trump at that meeting. Those condos were later seized by the government, which claimed they were used to launder money for the Russian mob. (NY Times, Apr 30, 1992) ► Felix Sater is a Russian-born former mobster, and former managing director of NY real estate conglomerate Bayrock Group LLC located on the 24th floor of Trump Tower. He is a convict who became a govt cooperator for the FBI and other agencies. He grew up with Michael Cohen--Trump's former "fixer" attorney. Cohen's family owned El Caribe, which was a mob hangout for the Russian Mafia in Brooklyn. Cohen had ties to Ukrainian oligarchs through his in-laws and his brother's in-laws. Felix Sater's father had ties to the Russian mob. This goes back more than 30 years. ► Trump was $4 billion in debt after his Atlantic City casinos went bankrupt. No U.S. bank would touch him. Then foreign money began flowing in through Bayrock (mentioned above). Bayrock was run by two investors: Tevfik Arif, a Kazakhstan-born former Soviet official who drew on bottomless sources of money from the former Soviet republic; and Felix Sater, a Russian-born businessman who had pleaded guilty in the 1990s to a huge stock-fraud scheme involving the Russian mafia. Bayrock partnered with Trump in 2005 and poured money into the Trump organization under the legal guise of licensing his name and property management. ► In July 2008, the height of the housing bust, Trump sold a mansion in Palm Beach for $95 million to Dmitry Rybolovlev, a Russian oligarch. Trump had purchased it four years earlier for $41.35 million. The sale price was nearly $54 million more than Trump had paid for the property. Again, this was the height of the recession when all other property had plummeted in value. ► Semion Mogilevich was the brains behind the Russian Mafia. Mogilevich operatives have been using Trump real estate for decades to launder money. That means Russian Mafia operatives have been part of his fortune for years. Many of them owned condos in Trump Towers and other properties. They were running operations out of Trump's crown jewel. ► From Craig Unger's AMA: "Early on, a source told me that all this was tied to Semion Mogilevich, the powerful Russian mobster. I had never even heard of him, but I immediately went to a database that listed the owners of all properties in NY state and looked up all the Trump properties. Every time I found a Russian sounding name, I would Google, and add Mogilevich. When you do investigative reporting, you anticipate drilling a number of dry holes, but almost everyone I googled turned out to be a Russian mobster. Again and again. If you know New York you don't expect Trump Tower to be a high crime neighborhood, but there were far too many Russian mobsters in Trump properties for it to be a coincidence." ► So many Russians bought Trump apartments at his developments in Florida that the area became known as Little Moscow. The developers of two of his hotels were Russians with significant links to the Russian mob. The late leader of that mob in the United States, Vyacheslav Kirillovich Ivankov, was living at Trump Tower ► According to a Bloomberg investigation (3/16/2017) into Trump World Tower, “a third of units sold on floors 76 through 83 by 2004 involved people or limited liability companies connected to Russia and neighboring states.” ► In 2013, Federal agents busted an “ultraexclusive, high-stakes, illegal poker ring” run by Russian gangsters out of Trump Tower. They operated card games, illegal gambling websites, and a global sports book and laundered more than $100 million. Boatloads of Russian money went to the GOP--often in legal ways. The NRA got as much as $70M from Russia, then funneled it to the GOP. The Republican Senatorial Campaign Committee lead by McConnell got millions from Leonard Blavatnik. In the 90s, the Russians began sending money to top GOP leaders, like Speaker of the House Tom Delay. The Putinists’ goal was to pass the resolution by Feb. There is no one on this side of the Atlantic who thinks the USSR was justified in invading Afghanistan. And out of nowhere, on January 2nd, Trump came out strongly supporting Russia's 1979 invasion of Afghanistan. ► Trump went against American intelligence on North Korean missiles. He told the FBI he didn't believe their intelligence because Putin told him otherwise. “I don't care, I believe Putin" ► Trump met in secret with Putin at the G20 summit in November 2018, without note takers. 19 days later, he announced a withdrawal from Syria. As a note, Trump conducted FIVE completely private meetings and conferences with Putin, and has gone to great lengths to prevent literally anyone, even people in his administration, from learning what was discussed. ► Trump refused to enforce sanctions legally codified into law - and in some cases reversed standing sanctions on Russian companies. ► He has denounced his own intelligence agencies in a press conference with Putin on election meddling - and publicly endorsed Putin's version of events. ► Trump pulled out of the INF treaty with no explanation, which allows Putin to create long-range hypersonic missiles that threaten Europe with impunity. The US already has all the weaponry that the INF would ban the development of, so this offers us literally nothing, while allowing Russia to develop powerful new weapons to challenge our allies. ► Demanded Russia get invited back into G7 ► Pushed the CIA to give American intelligence to the Kremlin. ► Withdrew from the Open Skies treaty ► Received intelligence in 2019 that Russia was paying bounties for dead American soldiers, and hasn't done anything about it by the time of this writing. ► Announced troop withdrawal from Germany (America's missile defense from Russia and forward operating base against Russian aggression) ► And of course, Trump continues to threaten to pull out of NATO, a move so catastrophically stupid, so inconceivably cosmically myopic, I truly can't express the profundity of the idiocy. Suffice to say, pulling out of NATO would be like the only guy in a prison yard with a shotgun just throwing it over the fence for absolutely no reason, suddenly giving the people with crude homemade shivs complete power. ► Trump commuted the sentence of Roger Stone, a former advisor convicted several charges, including lying to Congress, witness tampering and obstructing a congressional committee proceeding, as part of former special counsel Robert Mueller's Russia investigation.
